I work with a school who had a student accidentally deleted. That removed him from all of his courses. The tech director was able to restore the student, but is there a way to get him back into the classes he was in and restore all the work he has done this year?
It sounds like from your description the user account was deleted, correct?
If so, a user would need to restore the user account (not create a new one) and then restore that user's enrollments. See How do I use the Users tool? for information on restoring a deleted user account.
Then a user will need to restore the user's enrollments. To so an admin user would open the user details page under the restored user account from the admin app and select the Enrollments tab / more button / Restore. From there they may select user enrollments that are in need to be restored. Please see How do I manage a user's enrollments? for more details on this.

I have a student missing all course work and grades and I do not have a blue support icon to contact someone for assistance
