We use observer roles to keep track of students progress in an Advisory course. I'm wondering what permissions the teachers would need in order to add their own observers through the Admin profile without giving away the farm. Domain Read and ?

For a user to have the ability to add an observer they need to be able to have the permissions of Read User for the user they are granting it to and Control User (User owner / enrollment owner) /Enrollment for the user that will be observed. However, to use the Buzz UI in this scenario, the user must also have Read Domain to be able to load the Admin app. So it may not be ideal with what you want your users to have access to in the domain.
