How are students and their guardians supposed to view expired courses? There are references to a performance tab but, does not appear to exist anymore.
The student can get to some information using the activity stream but, that is not visible to the observer.
Feel free to look at student3 and guardian1 in the demoschool1 domain to see a course which only expired yesterday and the final grade was submitted today.

Hey Michael, a student (and, likewise, observers) can view their past courses from the Grades tool (see How do I view my progress?). Once in the Grades tool, select Past courses.

How much of the past courses do they get access to?
More specifically, is there a way for them to be able to see just their overall grade for the course, but not have access to more detailed information like assessment questions?

As long as the course or enrollment is not deleted, students will have only read access to the courses and their assessment questions. There isn't a way to narrow down what is available to the students in past courses, they will either have access or not.
Thanks, Brian. Is there a way to request some sort of feature where students could have access to a "transcript" of sorts in Buzz where they could see a summary of their performance in past classes (just final grade/score would suffice) without having access to the content of the courses?
Absolutely! A ticket may be submitted by your organization's authorized contact to Agilix Support as an enhancement request. Another option is that you may post an enhancement request to the Buzz: Product Feedback page.
