In the past, teachers have had the option of viewing inactive students in a course. It appears that option has disappeared from the gradebook and people view.
So, now do teachers only have the option to view all students (active, inactive, and completed)?

I guess I am now curious why it only appears as an option in the gradebook, and not the People list too?

We never did display this feature in the old and new UI within the People tool. It is present in the gradebook as indicated by Bruce's post and did so in the old UI. We will take this idea into consideration.

We will take it into consideration. There is not ETA on this.
I can see your point Burt that if you want to change the students (people) you see it would be in the people tab.
I do not have that option under settings. These are the only two I see.
