Teachers can view past announcements when filtering by course. For example, you can navigate to the Communications tool, click the "Filter By Course" button in the toolbar, and select any course from the dropdown. By doing so, you'll be able to see the past and future announcements for that course.
Domain announcements created by administrators can be accessed through the Admin App. For more information, check out our "How do I manage domain announcements?" article.
