Some of our students want to change their profile picture in Buzz, the little round one in the top right corner. They were able to do this for themselves in BrainHoney, but don't seem to be able to do this in Buzz. Is that intentional or is there some way to give them that ability?

It is the choice of domain administrators. Admins can enable students to change their profile picture and can make available approved avatars. This can be done via Configure > Customization. Check out the Customizing Buzz <student> section to enable students to change their picture. Similarly you can enable avatars in this same section. However, you would define the available avatars in the <avatar-list> section.
By default, students changing their own picture is off by default for instances where the school cannot allow students to change their picture and they may be provided by the SIS integration.
