I am trying to use the Discussions app for my class, but I cannot create a new thread or respond to a thread as a teacher or in student view. This negates the ability to actually use the app for class purposes. Thoughts?

I am able to add a "New Thread" in my own test and do not encounter this behavior:
If you'd like, may I please be provided with an example course ID, activity ID, and reproduction steps to encounter this reported behavior?
