To answer your question, yes it does. This can also be confirmed in the Grade Editor > Score/Activity History page.

Thanks for your quick response... Does the time that someone spends proxied in as a student gets counted on both the Grades tab and Activity tab?

Buzz does not record proxied events separately for time tracking.
Proxied events are included as student time spent in the system.
If there is interest in determining if someone has proxied, that will require going to the Grade Editor > Score/Activity History page.
