It looks like that link does not take me to the PDF.
Deactivating a user doesn't remove them from a course's People tool. What that function does is it prevents a user from being able to authenticate into Buzz. It doesn't impact the enrollments. If you would like to have enrollments no longer display within the People tool, you will need to change the enrollment status as inactive, withdrawn etc., or set the enddate on the enrollment so it is expired.
