As a domain administrator, is it possible to change usernames? I see a post on this subject in Feb 2018 that indicated this is possible, but I have never seen that this option was enabled.

It can be performed through the API or through uploading a CSV file to modify the username. See How do I batch import data using tab-delimited and comma-separated files? to modify a CSV file to change usernames.
