At this time there is not the ability to embed videos into announcements. We will include this suggestion in discussions on further features for announcements.
This would be a fantastic feature for virtual schools and during our current school closures.....

This thread is an older one. The good news is that announcements do allow for adding media content within it through the editor's toolbar options.
