My created assessment has several groups of passages (1, 2 and 3) linked to 6 questions each and a group of essay questions.
My desired number of questions is 20 -- 3 passages w/ 6 linked questions each, and 2 essay questions.
In my assessment pool settings, I have "pool by question groups" set as 1 from each passage group, and 2 essays.
When I preview the exam, I get different numbers of questions than expected. I typically get 4 passages and 1 essay. This adds up to 25 total questions and is one more passage than I want. I am unsure how to troubleshoot this issue.

Of the 20 desired number of questions that will be displayed to the student at the start of the exam, question type pools can be utilized to include questions based on type, group, etc. up to the total of the 20 desired number of questions.
For example, if pooling by question type Multiple Choice & Multiple Answer is chosen, 10 questions could be Multiple Choice questions and another 10 questions could be Multiple Answer questions, which adds up to the 20 total desired questions to display to the student. There could be 100 or more questions created in the activity, but the desired number of question field controls how many of the total created questions in the activity will be displayed to the student when they start their exam.

Hi! That wasn't my question; I was trying figure out why it was showing passages with no content and often giving too many questions despite having all the desired question numbers correctly filled in. Pooling by question type was giving additional errors, as some of my passages had short answer/essay questions attached.
However, I was able to figure out the solution with some of my colleagues and will mention it here in case anyone else runs into the issue. Questions that are linked to a passage must also be labeled as part of that passage's group or else extraneous passages show up. I.E. if you have Passage A and B labeled as Group One, all the linked questions to Passage A and all the linked questions to passage B must be labeled as Group One as well to avoid unaccompanied passages or extra questions showing up.
