Please forgive me if I use the wrong terminology. We would like to enable single sign on for our students. Our students have school accounts that are managed by our district (in this case Microsoft 365 accounts). We also have parents who would like to be observers of their students but do not have district accounts and are therefore not managed by the district. If we switch to SSO, parents cannot log in anymore (since they don't have a district account). Is there a local password option or something similar?
Would it also make sense to set up a separate domain just for parents (and therefore keep the domain settings separate)? Is there an extra cost to do that? Can I make one domain talk to another?
For context, I'm just a teacher, not the tech person, so a lot of this is over my head. If you have a solution, I will pass it on to my tech coordinator.

If SSO is enabled, and the parent/observer users have already created passwords for their Buzz accounts, then I would suggest disabling the domain setting "Prevent users from using Buzz credentials". This would allow the parent/observer users to log in to Buzz using their Buzz credentials by selecting the three dots in the upper right-hand corner of the login page and selecting "Use Buzz credentials". This way SSO can be enabled and the observers can still access the domain by logging in with their Buzz credentials. You also wouldn't need to set up a separate domain for the observers to accomplish this.
