Can you bulk upload the user flag for student IEP and its companion notes field?

I am betting the answer is API but hoping CSV will do. Any insight? As of now, there is not an option to bulk upload student IEPs in Buzz for users. 

The user permissions flags are not the same thing as the stored information for user accommodations. User permission flags are assigned and visible in the Domain permissions page in Buzz.
