@Amy, there is not any native way to enforce a word/character count on essay questions. I have seen some customers do something similar with custom questions, but requires programming knowledge.

In the Gradebook, you can set it to "Show non-gradable activities".
In this view, you will see the completion status of non-gradable activities.
