Buzz Admins can manage the language(s) for the users within their domain. However, this only changes the language of the platform itself. Content created within Buzz using the rich text editors (activities, agendas, etc.) and imported content doesn't get translated. For more details, see: How do I manage languages? & How do I change my language?
If you're looking for the content within the rich text editors to get translated, you may want to explore Google Chrome's ability to translate webpages. By right-clicking, you should see a "Translate to ..." option. After selecting that option, you can click the three vertical dots and choose any language you'd like to view the page. Here's a link to Google's documentation: Change Chrome languages & translate webpages
I'd be happy to answer any other questions you may have; just let me know!
