I have a clarification question. Currently, we set up all of our core courses to force students to go "in order", they must complete the lesson and any associated assignments or quizzes before they move on. We do this for several reasons, kids can't just skip around and do the heavily weighted assignments, etc.
Occasionally, we have a student who, for learning reasons, we want to "unforce" them to go in order. What is the best way to set that up for an individual student? In the past, we've either created a new section (when there is a group of students), and changed the course settings, or we've created a separate grouping for the student and had to manually adjust the settings on each lesson/quiz/assignment.
Is there an easier way?

The simplest method to enable an individual student to be able to complete activities out of order would be to place that student in a copy of the course, but disable the course/activity settings that force them to go in order. This would prevent you having to manually adjust the settings on each activity every time there is a student that requires this accommodation.
