Why is that teachers are not able to manually award badges to individual students without having the Domain administrator add badges? In most use cases administrators do not want to be involved in tasks like badge creation that is more of a teacher responsibility. However if a teacher creates a badge they have to select a course to view it in the clipboard which automatically means that all in the course are assigned the badge.
I know our teachers would like badges to be more globally available and more teacher associated than course associated so that administrators do not have to create badges to allow teachers more flexibility on how they are used.
Having Domain visible badges is great but having what teacher do almost solely based on what admins do past finishing of activities seems somewhat limiting to the tool.

I Am adding to my own comment as I just figured I was missing something and I was. However I do still suggest then an update to the Badge functionality.
What I discovered is that if you pick the course with the Badge it does appear with a note that says assign to all in the course. This does make the badge viewable but it also implies that assigning to just individuals within that course is not possible but it is if you continue to then add students through the regular options to the clipboard. Once those are add the send to all in the course becomes inactive and it is only sent to those selected.
Future Suggestions:
Update your support article on awarding badges individually to mention how to assign a badge create in a course to individuals. What is there now truely only reference Domain badges which again in our client world is not likely to occur.
Second update suggestion - have badges teachers create automatically appear as many badges are not course specific.
