Implemented feature idea or fixed bug
We have proctors at the schools in our district who proctor tests and help students with their courses. These proctors are not the teachers of our courses. After the change to the new messaging/feedback system the proctors are now unable to view a student's assignments and feedback from the gradebook like they were before. I'm getting an Access Denied message from the api request getinboxconversation which seems to be blocking the assignment from loading at all.
The Course permissions for the proctors are:
Read
Read All
Report
View Gradebook
Is there a way to fix this without giving our proctors admin or teacher permissions?

This seems to be happening with most, if not all assignments though.
