You may have accidentally created a Domain type role rather than a Course type role. You can navigate to your domain, select the "Roles" tab, click on the role ID of your role, and use the "Type" dropdown to select "Course" before making any changes to the permissions and saving your changes.
If that doesn't work, I recommend confirming that the role is present in the same domain where the course resides.
