Jon, I had a similar problem. The enrollment is considered an extension of a course. Therefore, Course Owner had to be added in order for my program managers to edit the enrollment details.

Ah, I messed up the whole "thumbnail" has to be bracketed with $value=file, not thumbnail=file. Thanks for making me triple-check myself.
