We have students on district-managed Chromebooks who are unable to see the Japanese characters in their teacher's feedback. The characters appear correctly if the student looks at the feedback in the Activity Stream, but appear as "????" when the students go to their Grades page Details to view the teacher feedback.
We have made sure the Chromebook is up-to-date, and that the Japanese key board is installed on the students' devices. Any other suggestions on how to get the Japanese characters to show correctly for the students?

Thanks, Brian! We did some further digging and discovered this reported behavior was viewed in our SIS and not Buzz. All is good.
