I have a teacher who shows an empty To Do List, yet several to-be-graded assignments in courses he teaches. Do some gradable assignments (e.g., DropBox) not trigger an item to be added to the To Do List when submitted by a ST?

The teacher should check "Manage Courses" and be sure that "Hide To-Do" is not checked for that course.
A few weeks back, I had noticed that my courses had this checked (without me having changed it.)
About 2 weeks ago, this post mentioned the same issue.

This was exactly what was needed, thanks for the tip! As far as finding the previous comment, I find that it is sometimes difficult to find what I am looking for without just ending up at one of the manuals, but I am very appreciative for your help. Apologies for the repeat post.

No worries on the repeat post. I link similar posts when I see them so it is easier to see a pattern of similar issues or tell if something is an ongoing issue.
The todo list for my courses also stopped working without me changing the settings. I am not sure if there was an update or a change at the admin level that turned off the todo list.
